Lag is a modifier that stretches an object as it animates.

Flex - this the number of frames that the object is stretched over.

Settle - this is the number of frames after an object stop moving that it takes for the stretching motion to stop.

Waves - this is the number of cycles that animation goes through after the object stops.

SubObject Center - this the center of the effect.

Quick Tutorial

Create a cylinder 50 units high with 20 Height Segments

Animate the cylinder moving to the right 200 units om frame 50.

Apply the lag modifier to the cylinder, make sure Realtime is turned off, and play the animation.

Bugs
No crash bugs that I know of but lots of gotchas.
1. To accurately see it in action you must have your viewport PlayBack to Not Realtime.
2. It will not render right if you start rendering while the object is settling.
3. Net render, motion blur and rendering through the Video Post is unpredictable
